Every complaint lodged against a police officer carries an expectation of justice. Behind every inspection of any police premise, is a commitment to uphold human rights, improve service delivery and strengthen public confidence in policing as well as police oversight. This is the work that continues to define the Independent Policing Oversight Authority as it advances its mandate of upholding accountability and professionalism within the National Police Service.
Building public confidence in both the National Police Service and the Authority is a continuous process, one that requires impartial investigations, sensitization and increased engagement with both the police and the public as well as sustained collaboration with key stakeholders. IPOA’s performance during the second half of 2025 demonstrates the Authority’s continued commitment to these ideals, with significant progress made in investigations, inspections, public engagement and overall institutional strengthening.
During the six-month period, the Authority received and documented 2,360 complaints against the police. Through independent investigations, preliminary inquiries and referrals to relevant agencies, IPOA continued to ensure that complaints were handled fairly and in accordance with its mandate.

The Authority also strengthened oversight through inspections and monitoring activities carried out across the country. A total of 507 police premises and detention facilities were inspected to assess compliance with human rights standards, infrastructure, detainee welfare and service delivery. In addition, IPOA monitored 75 policing operations, enabling it to identify areas requiring improvement and make recommendations aimed at promoting lawful and professional policing
Investigations remained central to the Authority’s work. During the reporting period, IPOA completed 763 investigations and forwarded 63 case files to the Office of the Director of Public Prosecutions for appropriate action. Five police officers were convicted for various offences, bringing the total number of convictions secured through IPOA’s work since its establishment to 47. These outcomes underscore the Authority’s role in promoting accountability while contributing to broader police reforms in the country.
Beyond its oversight functions, IPOA continued investing in public awareness and collaboration. Through stakeholder forums, outreach activities, media engagements and social media platforms, the Authority expanded public understanding of its mandate while strengthening partnerships with government institutions, civil society organisations as well as members of the public and the police. These engagements continue to play an important role in making civilian oversight more accessible and fostering greater public confidence in IPOA and NPS.
The achievements highlighted during the period reflect more than operational milestones. They represent steady progress towards a policing system grounded on accountability, professionalism and respect for human rights. As IPOA continues
implementing its 2025-2030 Strategic Plan, these efforts provide a strong foundation for advancing people-centred policing and strengthening public trust in the years ahead.
