The Philadelphia Tribune reports: The The City of Philadelphia passed a new law in June 2021, thus establishing a civilian oversight agency with powers to investigate complaints against officers of the Philadelphia Police Department.

It’s mayor Jim Kenney signed the legislation, effectively creating Citizens Police Oversight Commission (CPOC), replacing the Police Advisory Board.

The independent civilian oversight agency increases transparency of police misconduct and discipline, and empowers civilians to lead investigations of complaints against police; a power that was the sole jurisdiction of the Philadelphia Police Department.
